How do I rename an issue name (*not* the description)?

What do you mean by issue name ? is it issue key eg- DEMO-123 ?

You can click on Edit button & edit Summary or you can directly click on current issue name & change it (inline editing).

P.S - for this you need edit issue permission.

I bet you are talking about the Issue Summary, Yes? If you are in the role with the "Edit Issue" in the Permission Scheme and the "Summary" is in the "Edit Screen" for that issue type screen scheme, you can:

• Do Inline Editing by clicking on the summary itself 
• Click the "Edit" button on the menu bar
• Hotkey, press "E" on the page

If you are pertaining to the Issue Number itself, that's not editable
