How do I remove this default "gadget" from the Jira System Dashboard?

There a gadget I am trying to remove but can't seem to be able to. It has a few circles and an "add project" button with a "getting started" carosel underneath it on the default system dashboard in Jira.

Even after customizing the system dashboard this annoying element remains. It is essentially a Jira ad. What gives guys? Not only is this obnoxious screen clutter, but it conflicts with other layout elements of the dashboard. I have tried to change the layout and they are overlayed or bumped out of the viewable browser area by this dodad.

Pardon me if I sound aggravated but I have burned several hours trying to figure out how to remove this thing. And the thinking now is that Jira is not really robust enough for our uses, if something this simple is so difficult. I really want to like Jira, but this is driving me nuts!

I am very interested in an answer to this question also. Like Neil been looking for away to remove this annoying element off and on for the past couple of days.
