How do I readable the option to import tickets from CSV files?

This feature worked last week, but now when I go into Issues the option is no longer in the drop down list.   

What I'm trying to do  Issues > Import Issues from CSV.

 

Any information or tips you can give would be appreciated!

Question should be How do I re enable the option to import tickets fromCSV files?

 

Just so you know you are not crazy, we experienced the same thing.
