Hi,
I would like to modify the workflow for my project so to prevent people in a specific JIRA group from closing a bug unless the resolution is “Fixed”.
In other words, I would like some users to be able to close a bug which is Resolved with a “Fixed” resolution, but NOT allow them to close a bug which is Resolved with a “Waived” resolution.
I checked the workflow Properties and this guide here:

Unfortunately this doesn’t work for my purpose as I cannot specify the status/resolution to deny in the Property Key field and cannot make an exception to allow a specific status/resolution.
Does anybody know of plugins which could do the job? Or any alternate way I could go about achieving this?

Not sure if I misunderstood the question or not but maybe you can add a grouped condition like this:
((The field Resolution will have to be equal to value 'Fixed'. Compared as String.) AND (Only users in group administrators can execute this transition.)) OR ((The field Resolution will have to be equal to value 'Waived'. Compared as String.) AND (Only users in group developers can execute this transition. ))
For comparison, you can use JIRA Suite Utilities plugin (Value field condition).

What I meant is the group should be able to close resolved bugs with a Fixed resolution, but the same group should not be able to close bugs in other resolutions (such as Waived, By Design, ect).
Can't you just create 2 groups, one with everyone, and another with the set of people who are allowed to close bugs with all resolutions including Fixed? The goup with everyone can only close resolved bugs with Fixed resolution but the others can close all of them.
Hmm, I'd be looking for a simple condition to cover that. I'm not aware of any provided by plugins directly, but I think you could do it in a couple of lines of code in the script runner or your own small plugin.
