According to the page pinpoint by Jobin, Advanced Settings seems to be not available for configurable on request. Check out the JIRA section in the page.
I quoted it just in case you missed it:
General Configuration options are available in JIRA OnDemand but Advanced Settings are not. External user management is also not available.

Thanks but I'm unable to access the Advanced Settings page to edit the value of the jira.table.cols.subtasks
property. I am the administrator for our OnDemand JIRA instance. Is there some permissions configuration I need to have to get access to the Advanced Settings page? Thanks.

But for on demand instance, you might need to contact the support team to assist you from achieving that. Log a case on JST project and they will get to you soonest possible.
