How do I make someone an admin for JIRA but not Confluence?

I want to give a member of my team sysadmin level rights to JIRA but not Confluence so that she can add plug-ins and manipulate/create Projects easily.

 

How can I do this?

First, check the global permissions in both systems - this will tell you what group(s) you put users in to make them application administrators (you don't get system admin on Cloud)

Then, add your admin person to the JIRA group, but not the Confluence one.  (You may need to set up new groups to separate the applications)
