How do I let signed in, non-software users create software issues?

Just migrated from Jira Server 6 (with weird plugins and too many users) to Cloud.

There are some projects that belong in jira-software, but non-jira-software users (in a group) need to be able to submit issues and tickets for.

I've enabled "browse" and "create issue" permissions for "any logged in user" and/or the group in question, but when they log in it goes straight to the service desk.

I could open the permission up to "anyone", but that lets the open internet create issues, which we do not want.

We do authenticate via G-suite if that changes anything.
