How do I grant public view of a private dashboard?

I work in a highly regulated environment and we have some external contractors doing some work with a very narrow view of our Jira. I created a special group for them and the project they are working on. One of the group members created a dashboard but it is automatically set to private and there is no option to make it public unless I change his permission level. Is there a workaround to make his dashboard public while keeping his view of our Jira the same?

Edit the dashboard or copy the dashboard and update the dashboard permissions to public. Added a screenshot below for better understanding
