It depends on the permissions you want to grant.
- If you want to have permissions over issues in a project, you can edit the permission scheme your project is associated to (JIRA Administration > Issues > Permission Scheme) or even manage this under the roles from your projects (Which will be reflected according to your permission scheme)
- If you want to have permissions under your instance itself in order to have administrative privileges, you can edit the Global Permissions or your instance (JIRA Administration > System > Global Permissions) and place this group to be a member of the JIRA Administrators role.
