How do I get a user name to show up as a hyperlink in JIRA comment?

I have a new project and usernames typed in comments (using the @username) is turning the name into a hyperlink as in other projects.  It appears as [~cmyers] instead.  Is there a setting I am missing?

Hi Christine,

Does your user have the Browse users permissions?



I do have global permissions for browse users set up for my user user base.  
I assume this should apply to all projects.  If not, is there a browse user permission at each project?
