How do I export a cloud database?

Go to Admin -> Backup and download the xml that provides.

You won't get the raw database, Atlassian don't support it.  If you genuinely want a raw SQL data set, you'll have to import the xml into a dev JIRA connected to a proper database, then you can take a cut of that.

But I can extract all the data via xml then?
