How do I create an epic on a Kanban board that spans multiple projects?

I have a Kanban board that includes issues from five JIRA projects and I'd like to create an epic that would be comprised of issues from each of these boards.

As far as I can tell, an epic belongs to a project, not a board. Is it possible to create an epic for this specific board (at the board level) rather than having to create the epic on one of the five projects?

You are right about the Epic having to be in a project.  All issues, of any type, have to be in a project.

But, Epics are intended to be cross-project, and you can add stories from anywhere into an Epic.  Your board doesn't even have to span the project that the Epic is in, you just need the Epic to contain one or more issues from the board you are working with.
