How do I create a filter excluding issues based on a custom field being checked?

We have a custom checkbox field to 'request authorization'. Whether this box is checked or not, the issue progresses to the same workflow step, but we would like to give them different attention.

We would like to have 2 filters, one that displays issues with this checked, and one that displays issues without this option checked.

I have the 2 filters built, but issues that are checked show in both filters, and I'm unable to remove it from the filter we are not intending it to list. 

Anybody know?

Lets say the value of this check box is "Yes", to include issues with Yes use

project = ABC and "request authorization" = Yes

 to exclude the checked issues

project = ABC and "request authorization" is empty
