How do I create a custom field of the type "Name of last updater or commenter" in JIRA?

In this article, https://support.atlassian.com/jira-cloud-administration/docs/custom-fields-types-in-company-managed-projects/

It says that for Advanced custom field types, there is a "Name of last updater or commenter" field type.  But I can't find it when I go to add a custom field.  

How can I add a field of this type?

That's a Cloud Jira doc, where Atlassian have a handful of apps they add automatically that add some of the advanced fields.

Server does not come with those apps installed, but Server versions of most of them are available in the marketplace.

For this field, I think you can install the "Jira Toolkit" - it's from Atlassian and free, and implements quite a number of field types.
