How do I create a JIRA webhook to archive a Hipchat room when an issue moves through the workflow?

I've been reading on how to create a JIRA webhook as well as how to use the Hipchat API to archive a room using HTTP method PUT.

But I'm struggling to actually implement this. I don't understand what the URL is supposed to be and how I can even use the HTTP method. I tried creating a webhook to just send a callback to a requestbin when an issue is updated or a new issue is created but that's not even working. I know I need to add a webhook as a post function to achieve my goal.

What steps do I need to take to make this work? I'm using JIRA server and Hipchat server.

I think it's obsolete request :(
Because the product (Hipchat, Stride) is not used anymore,
So sad to find questions without replies
