How do I back up my JIRA board without Global Admin permission?

You can't. You will have to rely on your JIRA's backup policy for that.

At best, you can save your filter details, including quick filters and swimlanes. Other details like sprints are not tied to the board and should be fine.

Thanks for the quick response.  

Is it possible then to output just the contents of a project or board to an offline format (say, an excel file)?

You can export your filter results to an Excel, yes.

It won't export the other board configurations.
