How do I archive JIRA users?

We'd like to move to a lower JIRA tier (number of JIRA users).

How do we archive/merge users? We have several users who are no longer active but want to preserve their comments, etc. with the issues.

You can still keep those users, just make them inactive. Inactive users won't be counted for license.

Thanks - we use JIRA On Demand and we're not seeing an option to "deactivate" a user.
