That's a bit of a facetious answer as it's very short. I think you need to give us some more information on what you're looking for.
Personally, I usually tell people that JIRA is, at its heart, an issue tracker. Everything revolves around the issues, they are the focus. But, of course, if you have lots of issues in one place, you can do a lot of project management with them, and JIRA supports that. I do tend to point out that it's for individual project management though. I don't think it's a portfolio-of-projects-management-tool off the shelf. Not without a lot of design/configuration or addons to provide the overviews.
