How can i create an issue type that is one level higher than an Epic

I see that currently I can create an issue type within an epic or outside, but not higher. I want to be able to use a custom issue type and assign epics to it. This custom type maps to high level product management requirements, that dont necessarily map to the granularity of epics.

There is nothing higher than Epic.

You might want to take a look at the Portfolio addon though.
