How can I view work logged by other JIRA users when viewing an issue in Detail View?

When I am on a board and I click on an issue to view it in 'Detail View' I can only see work I have logged. Is there any way I can change this to show work logged by all JIRA users?

When we log work against an issue this is made viewable to all Users.

Are you using standard JIRA time tracking, or Tempo timesheets?

If using Tempo, a button "View all worklogs" will be visible for those users who have the Approve timesheet permission. Ref. https://tempoplugin.jira.com/wiki/display/TEMPO/JIRA+Agile+Integration.
