I have a project where we have some Issues and we need create a field where we can set a list of users and only the people who is in this list should see the issue and his subtask.

Not exactly what you asked for, but you might consider this approach;
You must be a registered user to add a comment. If you've already registered, sign in. Otherwise, register and sign in.
