How can I restrict users to see only filtered issues of a board?

I'm creating a project for a multinational company and the client has required that every end market can only see its own tickets.

I've created a set of filters, but it doesn't seem possible to restrict the user to see only the issues under one filter.. or is there something I'm missing?

I really don't want to end up with 12 different boards

I'll really appreciate any help!

Not really missing anything, no, you have to work quite hard to hide issues based on the reporter.

What you need is an "issue type security scheme" - this will enable you to hide issues completely from users.  So you can use one filter and have users only see what you want.  See https://confluence.atlassian.com/adminjiraserver071/configuring-issue-level-security-802592414.html
