How can I remove the "All", "History", and "Activity" tabs from the Issue viewer for a particular group of users? I only want them to see the comments.

I would like to make it so that if a user is part of a specific group, they would only be able to see comments and not the other tags in the Activity section while viewing or editing an issue.

There is no way to do this with out some customizations or javascript hacks. Such customizations are not possible in JIRA OnDemand though.
