How can I prevent project administrators to add new user to a project or to edit the users and groups in the people section on a project?

We want that only Jira Administrators and Jira System Administrators have the permission to add or edit the users and groups of a project. Project Administrators should have the same permissions as now, but without the ability to configure the project members.

You can't restrict it as long as you are using project roles in the permissions. A bad workaround will be to stop using project roles in permissions but I wouldn't recommend that.

But as you already mentioned, it would be a bad workaround to configure each project only with the permission scheme instead of the roles. :(
