How can I prevent a user from logging into JIRA while still being able to access Confluence pages that have JIRA issues displayed in them?

I have specific pages on Confluence I would like an external collaborator to view. These pages have the JIRA widget on them that display JIRA issues that they need to see and be aware of. However, I would not like these external collaborators to be able to access or log into JIRA.

How can I orchestrate this?

In JIRA, if you don't put them in the user group jira-users or any other group that have the JIRA Users global permissions, they should retain viewing rights to the issues without being able to log in.

They still need to be in a project role that allows them to view the issues however.
