I have two computers in the same WIFI home, how did I configure the server to make it local public which allow another computer to browser the JIRA server running on the other laptop?
That's a networking question, not a JIRA one, but...
JIRA runs as a web service, so it's "listening" for connections on an ip address and port. All you need to do is point another computer at that ip:port combination. So if computer running JIRA is 192.168.0.42 and it's on port 8080, then the other computer can use JIRA by going to http://192.168.0.42:8080
Anything more than that is very much a network question (using names instead of addresses, static ip addresses, making it available outside the network etc)
The one thing that could bite you on the simple answer is security - a lot of computers will be firewalled by default, so you may need to open up port 8080 on the firewall on the JIRA box.
