How can I enable unassigned tickets for my OnDemand jira?

I would like to enable unassigned tickets in my OnDemand instance. Can I have this global setting changed by Atlassian via the sysadmin user?

There is no need of the sysadmin access. If you are the administrator, you can do so at https://YOUR-ONDEMAND-INSTANCE/secure/admin/ViewApplicationProperties.jspa >> Options >> Allow unassigned issues.
