How can I enable selectable list of issue watchers

As a normal user, can I somehow enable list of user list when adding watchers to individual issue? Currently I can add watchers by entering their user ids but currently selectable list is missing.

 Is this some authorization issue or is it something that I can do myself?

Hello,

I think your user does not belong to a group which has Browse Users global permission. Read more how to solve the problem here
