You should be able to control visible fields for issue details by defining the screen associated with the 'View Issue' action, as described in Associating a Screen with an Issue Operation. It's worth noting that custom fields won't show up, even if they're assigned to the 'View Issue' screen, if they do not contain a value - once the field is populated with data, it should show up on the screen.
