How can I disable the "What's New in JIRA 6.1" popup

I'm having trouble finding the area where I can disable the "What's New in JIRA 6.1" popup that new users see when the first log in? The server this instance is running on has no connectivity to the internet and it just looks like there is a problem since it doesn't load. I would just like to disable the entire thing.

How to disable the "What's new in Jira" window when users log in

  • Cog icon > Add-ons > Manage Add-ons
  • At the filter, change "User-installed" to "System"
  • Look for JIRA Welcome Plugin
  • Disable the plugin
