I'd like to confirm whether I get access to AI feature in my account, such as Issue AI summarization.

AI Features are enabled on an instance basis, and this is controlled by your Jira Administration team.
The easiest way to find out is searching for the Atlassian Intelligence sparkle icon, which looks like this (to the right of the Atlassian Intelligence wording)
As for "Issue Summary", this should be a button in the "Activity" section at the bottom of Jira Issues, as seen here:

If you have it enabled, then you should see these icons around the comment box of a Jira issue:

Also, if you are the admin and want to turn it on, or check where it's connected you will find it here: https://admin.atlassian.com/o/<YOUR-WORKSPACE-ID-HERE>/atlassian-intelligence
