How can I change the status of an issue from 'TO DO' to 'Open/Re-Open' and 'Done' to 'Closed'

This widget could not be displayed.

I suspect you mean you want to rename the status, rather than change the status by moving the issues through your workflows.

Go to Admin -> Issues -> Status to rename them, but beware that they are shared items, so you will affect all workflows using them.  If that's not acceptable, then you will have to move your projects to use a different workflow with the new names you want.
