I would like to set the issue counter in the hosted version, how can this be accomplished?

You can't. You might try raising an issue with on demand support, but I don't think they support this and they will probably say no.

How do I file a support issue? This was the only place I found.

They don't support it, but were nice enough to help me out still :)

To clarify, Cloud Support can update the pcounter ... just submit a support request and plan to afford about 15 minutes of downtime (maintenance can be scheduled anytime convenient, 24/7).
