How can I allow users in certain project role to change the rank but without an option to add issue to sprint?

I need to give my Clients a possibility to arrange the issues in the backlog but I don't wanna let them to put them into sprints (especially active ones). I tried with different options in Permission schemes but it seems that "Scheduling" permission is responsible for both of this activities (changing rank and adding to sprint). Do you know a way to separate it in JIRA Cloud.

At present the permissions on managing sprints are quite broad. You will be pleased to know that Atlassian are currently working through improving this functionality and a release is expected shortly to provide more granular control. Please keep an eye on the version release notes.

What do you mean by "Shortly"? Any exact date?
