How are these calculations made in Portfolio: % complete, progress, free capacity, planned capactiy, and capacity utilization?

Generally, free capacity in a time period is calculated by adding up the weekly hours of all available team members, or in case of planning in story points, simply the velocity forecasted for a particular sprint. 

Planned capacity is the sum estimates in JIRA Portfolio of work items scheduled into a particular time period, putting these two in relation (planned/capacity) gives the utilization.

How does JIRA portfolio forecast the velocity for a particular sprint and what is the formula to determine this value?
