How I can change the "create issue" popup title with another string ? where is the template to change it ?

I need to Change the title and other things in the popup "create issue"

the popup that is shown when pressing "create issue" button

I need to access to the template to change it,

createissue!default.jspa

createissuedetails.jspa

I dont find these files, where is the code or template ? it is in a gagdet or in a template ?

Install https://marketplace.atlassian.com/plugins/com.atlassian.translations.jira.inproduct and it's quite easy to change the text in the instance.

it happens that this string cannot be translated :(, O will try searching for the file, but still i dont find it
