I am the admin of the JIRA App an acconts. I have full acces. 

I cannot create any project !!! What is the error?  here are the logs

Give this issue a look-see:

And I know that you're not seeing this issue on a Service Desk project, but check this as well:

Basically, the workaround is to remove (or rename if in use by other custom project) issue types "Story" and "Epic" and create a new project. The issue types will be recreated automatically.
