I'm not sure what this means.
A field is something that belongs to issues. Filters look at issues, so "filter for all issues where field X = Y" is really simple.
But "what options of a field are selected on a form of a particular project" makes no sense really. My best guess is that you're looking to report on the number of issues that have the field filled in with assorted values. For example, if you look at the priority field, you might want to see "5 blockers, 10 critical, 20 major, 50 minor and 12 trivial" - is that the sort of thing you want?
