Without seeing your workflow it's hard to determine exactly what the issue is.
Some things to check:
- Verify the new workflow is indeed active and associated w/ the proper issuetype and workflow scheme and project;
- Verify there is a transition from resolved to reopen;
- Check if a condition exist; make sure you meet that condition;
