I want to give users access to their respective boards. Users should be able to see all the other boards as read only and cannot move issues on boards they do not have access to. Users should only be able to move issues on the board they have access to. How can I do this please assist.

Keep in mind that a board is nothing else then a visualization of a filter. Whether or not users can see your board depends on the restrictions of that boards filter.You can check out what filter is used for your board by going to your board configuration (in the upper right corner of your board in the dropdown menu under board). Then you can edit with who that filter is shared by going to Issues -> Manage filters.

Whether your users can move/edit issues is based on the permission scheme of the project that issue belongs to.Go to the projectadministration of the project you want to secure and check the permission scheme.
