Help with "Message Custom Field" not displaying

I am attempting to display a message when a user is using the Create option. There is a post from 2017:

I have attempted to perform the steps found in the solution at the bottom with steps saying:

"1. Add new "Message Custom Field (for edit)" custom field

2. Set default value with your text like:

<p style="color:red">Some message</p>

3. Add the field to prope screens."

I have attempted these steps and can not reproduce the solution. I have also attempted to create the "Message Custom Field" and it does not display on the Create screen but displays only after the ticket as been created. I want to use this feature as something similar to a warning message but without the red color. Does anyone know if this solution is still relevant in 2020 since it was posted in 2017.

If there is a different solution can someone please assist?
