When I try to view tickets on my mobile device (smartphone and tablet), I can't scroll through the ticket. This happens on any browser on the device I use - Chrome, Safari, 1Password. It really inhibits my ability to comment and work on tickets. Thanks.

This is a known issue: https://jira.atlassian.com/browse/JRA-33889
Only JIRA's mobile interface is supported with these devices, so most likely the fix will be to ensure that the mobile version is displayed instead of the desktop version on these devices.
This is mainly an issue for the iPad, which currently is shown the desktop version instead of the mobile version.
