We are evaluating JIRA along with Zephyr. Any suggestions on the server configuration for our needs (Below),

Test cases per project : 7000
Issues per Project : 500
Tasks per Project : 2000

Appart from that, finding the correct hardware requirements and finding the optimal configuration is a very complex mather. It not only depends on the hardware, presence of virtualization, but also on the way JIRA is configured and the way the user has configured JIRA (f.e. the complexity of dashboards).
You can start with an initial setup, but you probably will have to tweak it to fit the needs of your case.
