Perhaps the filter used by the gadget has been deleted. Or, it is not shared.

Access the configuration screen of one of those gadgets, identity the filter used and check if that filter still exists and it is shared with the user who tries to load the dashboard.

Have you tried clicking on the link that takes you to the issue navigator?

My best guess is that either the filter that populates the gadget is not viewable by the user who is viewing the dashboard or perhaps it is owned by a user who is now inactive.

If it's the first, have the owner of the filter update the permissions so that it is viewable to the appropriate people.

If it's the second, a Jira admin will have to go into the Shared Filters section under System, find the filter, and change the Owner to an active user.
