About half of the tickets in the “Open requests” show a status of “DONE,” however, they still appear in the “Open Request.”
Is there any way these tickets can be moved to closed requests?

an issue is closed, if a resolution is set. Make sure, you give the user the chance to set a resolution with a transition view in your workflow (or set one automatically), if you close an issue.
I'm not sure but am assuming that "Open requests" and "Closed requests" are columns in a board? You need to ensure the Resolution is set when and issue is moved to Done.
