Granting access to reports to non admins

Is there a way to grant access to project reports for a given user (Projects>Summary>Reports) ?

As I understand it, you need the Administrator Role to run reports. I have a manager who wants to be able to run reports on all projects but I would prefer not to grant him the Admin role.

Anyone who can browse a project can run the standard reports (unless it's changed in a recent version). You don't need to be an admin, or even in a user role, just be able to browse.
