Globally changing 'Assign to' field

I have a developer who is no longer with the company and I need to change all of his issues to be assigned to another person without having to go through them 1 by 1.

Can I do this globally?

Possibly. Filter for "assigned to <old user>", then look for "bulk edit" under the tools.

You must have the "global permission" to use bulk edit, and it won't work on issues that have been locked down by the workflow, so you'd have to re-open them or tinker with their workflows to enable this. (The default workflow flags all "closed" issues as "do not edit").
