Global documents accessible to all logged in users

I asked a similar question here, but this option only works if all JIRA users also have access to the document repository we would link to. While all of our employees have access to a shared document repository that we could link to, our clients don't have access to that same shared document repository for confidentiality purposes.

To give you an idea of what we want to do - basically, a user might see a section in the header called "Files." Clicking this will bring the user to a list of files that users can view/download (they can't upload).

Confluence could do this, but we're not currently in the place to choose Confluence as an option. Are there any alternatives? I've looked into some plugins like this one, but this is a per-project solution, whereas we need a global system-wide solution.

The Documents for JIRA add-on you looked at (https://marketplace.atlassian.com/plugins/com.stonikbyte.jira.plugins.project-docs-plugin/server/overview) is a good solution. You could create a JIRA project just for using it as a "global document repository" and provide access to your entire organization (authenticated in users for example) through the project Permissions Scheme. The add-on offers also a document tree gadget that you could add to your System Dashboard to make the documents repository visible for everyone.
