Global Permissions in JIRA

Is there a way in the downloaded JIRA to create a subset of the global permissions.

I want to beable to give a group the ability to create projects, screens , workflows, etc without giving them access to certain projectand group functions.

Nope.

I could ramble at great length here, but the short answer is you either have system admin, a slightly lower level of admin, or you're a user with no admin access above project. And we need https://jira.atlassian.com/browse/JRA-3156 addressed...

Unfortunately there is not. More granularity in administrative roles would be really nice but for now you are either a Project admin, JIRA admin, or Sys Admin. Do note that by default JIRA Admin and Sys Admin are both granted to jira-administrators so you do have a bit of wiggle room to have a lesser priviledged admin group.

Create a system-adminsitrators group for the Sys Admin permission and remove jira-administrators from the Sys Admin permission, then add users to the groups accordingly.
