Global Permissions 404

Hello,

I'm getting a 404 Page not found when I try to access to the Global Permissions panel (cog -> system -> Global Permissions).

This is what I have in access.log:

Is it possible that the user doesn't have the JIRA System Administrators Global Permission? I'm thinking that the admin user was deleted ( sad ). How can I check it? Is it possibile to create a System Administrator using a SQL insert/update (I'm using mysql as db backend)?

What error do you have in the atlassian-jira.log file?
